Louisiana interstates still haven't recovered from the fallout from the National Minimum Drinking Age Act, passed in 1984, which raised the legal drinking age to 21 as a condition of receiving annual federal highway funds. Louisiana was the last state in the U.S. to have a legal drinking age of 18. Louisiana experienced about 9 years of reduced highway funds as a result.
