Only ~39% of people age 18-24 are in college, those are generally the wealthier people in our society, and free college (I'm assuming from your reply it's free public college) would mostly be a giveaway to those people.
Have you considered that perhaps you have causality mixed up here? Perhaps it's not that only the wealthier ~39% of people want to go to college, but rather that the bottom 61% don't want that economic burden.
