They were literally government sanctioned monopoly/duopoly structures from a business perspective to save newspapers from going to 1 paper towns. Ie, the government stepped in to help what was a process towards natural monopolies all over the country. The seattle times, the denver post were effectively monopolies via JOAs, and the san diego union tribune was a monopoly in its day (without a JOA). There are endless small city / large town examples.
