In the wake of this crisis (again!) and the more general decline in trust - both in politicians and your neighbors - a sociologist on the radio was talking about how communication, and specifically drone footage, helps build trust and connect emotionally with the public. We're trying to get people to use less water, and you can scold them (to no effect) or show them actual overhead pictures of the damage and impact.
