Not sure if that citation helps your “wat” but Israel for decades has been a pretty aggressive partner at the world stage. Every country does it but Israel has a special touch.

They aren't saying Israel did 9/11, they are calling the Israeli "art students" activity an attack. It's fair to characterize it as an attack: apparent spies attempted to infiltrate federal buildings and the private residences of federal employees.
