Off-Topic: Most stories about politics, or crime, or sports, or celebrities, unless they're evidence of some interesting new phenomenon. If they'd cover it on TV news, it's probably off-topic.

I would say that this post definitly falls squarely into the "interesting new phenomenon" category since it's the first time a country has proposed a population cap (as far as i am aware).
