Landowning residents have a civic duty to exercise their interests to prevent the remote monied and powerful from packaging their speculative investments as valuable infrastructure when the profits are privatized and the losses are socialized. The gambling addicts aren't going to spend a single day in prison when neglected overbuilt "infrastructure" directly causes mass casualties or pervert the shape of communities spanning generations.
