Anyone with money in a country with poor education will try to send their kids to a country with good education. That has been mostly the US over the past 100 years, but there are several other countries (most of the EU) that also have great schools that sometimes get them as well. People with money in a poor country tend to be politically powerful, so it is not surprise their get their kids into power.

It's a thing in all of Africa. Even a bunch of the crazy Liberian warlord guys were US educated. Maybe less so today but anybody with money in Africa used to migrate to the US to study and then come back with the prestige of the credentials.
