Apple rather wants to make it unattractive for users who frequently change phones to

1. Consider trying other brands

2. Pass on their existing (still quite capable) phone to a family member (taking him/her out of the purchasing loop)

3. Stick with the existing model for longer as they don't find a compelling reason to upgrade.
