Definitely not an argument in favour of Victoria prohibiting gas in new builds though.

I agree those people living in older apartments who don’t have an easy and practical option for externally ventilated exhaust should be subsidised for to switch to electric.

If their older house or apartment does have a fix for external ventilation, maybe a subsidy / incentive to have ventilation installed should be a higher priority.
