It literally states that the plan is proposed for those who complain the wealthy don't pay tax, not a plan to be set in motion. Tobi, who fits the wealthy profile of who supposedly doesn't pay tax better than almost anyone, will know well that he already does pay income tax, hence why he humorously threw salt in the wounds of those who don't have a solid grasp of reality.
