I mean, if you already have the land, "the housing market" doesn't really matter. The construction costs are a relatively small % of housing costs in expensive markets; usually the land is the biggest factor.
Plus, when you're building, the cost of each marginal square foot is relatively small.

There was an article shared today about skilled laborers are in very short supply wherever data centers are being constructed, so that may not be a universal truth.
The most expensive dollar is the one you don't have. Not everyone has a flexible budget.
From my (limited) experience, construction costs can tend to rise with the local real estate market. Those construction workers also have a mortgage or rent that they need to pay every month, and buy goods and services from other people with mortgages or rent to pay.
