Sometimes you win, sometimes you lose.

You talk about millions, that's not even a rounding error. Look around you in any private entity, you don't see them spending any tiny fraction on things you don't think are worthwhile?

Assuming they at some point become occupied again, I don't see the issue. The vacancy rate in the private sector isn't anywhere near 0% either.
