The scientists who have been testing it since 2016 have looked at the evidence and they disagree with you. CBC had to do an access to information request for the results - it took four years. Here is their coverage:

The suggestion was to dilute it while slowly releasing it into the ocean. The quote from the report tells us nothing useful.
