Well, it became normal because there were people (sometimes, but not always, the same people with significant holdings in the software companies) who held a lot of real estate and knew if they wanted that real estate to be more valuable, they'd need to force people to use it, meaning show up to work every day.

SV is the failure it is today because it concentrated all of the talent in one place needlessly. Something the rest of the country explicitly worked to not see happen.
