Reading between the lines, I would bet the bail jumping charge was based on him crossing state lines back and forth, and was dismissed by the court when it became clear he wasn't actually running away anywhere. Thus the cops hunting for any and all petty bullshit to punish him with instead, like the marijuana possession.
