I guess such pictures also get flaged. But even if its just 50%, 18 million, your point still standes. Why are not more people in jail.

Because the point of power and wealth is to avoid accountability for harm.
That is literally what "freedom" means in the US. It's not the pursuit of happiness, it's the pursuit of immorality without consequences.
