Per acre, data centers absolutely use way more water. But even then its apples to oranges. Golf courses use non-potable/recycled/grey water while data centers require really pure water (drinking water). The demand is also extremely concentrated in one spot instead of being disbursed. And, at least in agricultural land, 30-40% of the water used returns to the water table. With evaporative cooling, all of that water goes into the atmosphere.
