While that does seem intuitive, they have been doing this kind of stuff with Quake/Quake 2 for many years now. The nightdive refresh was offered for free to anyone who purchased the originals on steam for instance.
Doesn't seem like it would be very effective. I assume the overlap of Quake fans and people who have sworn off Microsoft forever is large.
