This is/was a project in the USA. Europe is baffled by this US administration but has no say if the US does something so short-sighted.
It's not like the Trump administration is stopping off shore wind projects here... yet.
Germany has its own problems of institutional capture by fossil fuels and reluctance to change. Even culture war and a local Nazi problem.
Some of this has the same roots in social media and dodgy money (esp. wirecard), but not all of it.
