The Roman Empire was always authoritarian. You might be interested in the collapse of the Roman Republic, where the abuse of slaves and farmers for the indulgence of the middle class and elites led to a popular clamoring for the strongman general Julius Caesar to impose justice (through dictatorship) on their "republic" by force, because their republic had never represented the demos.
