Only new submissions seem to be banned because Apple says there are too many. Clearly there are loads if you search the App Store. Gruber quotes and I re-quote:

We may remove these apps from the App Store going forward if they are not updated, improved, or do not attract customers. I'm gonna go out on a limb here, but something tells me they don't defer to a panel of astrology app power users when deciding whether an app is a novel astrology app or not.

Also I'm not sure if I should be insulted when they insist that The Kama Sutra is "low effort".
