I've never seen this happen when flagging an article. Can anyone confirm article flags actually do anything?

Flagging on submissions deranks a submission after some count, making it fall off the first three pages. I think it's a much higher bar (like moderation involvement) to fully make it dead.
I clicked flag, then clicked to unflag. Nothing changed
