This was actually a purported feature of the Pixel 3 camera. Google said it would be constantly taking photos and the different information captured as your hand moved slightly could be used to create higher information density photos. It didn't work very well at that point but the idea was cool!
That's not what's being described here. It's just combining the telephoto and wide angle photos.
I believe that's a similar idea to Apple's Deep Fusion which also takes multiple frames from the same lens then intelligently combines them for higher detail. As ipsum2 said below, that's different to Photosynthesis, which captures from different lenses simultaneously.
