Kids eat way more way earlier than you might think, as in they can start having prepared chicken bits/pieces now and then around 6 months old. At less than a year you can already just hand many babies a skinless drumstick and they'll take care of the rest. And yeah it's pretty much terrifying the first time.
Babies would be 100% capable of eating something like Twinkies very early on, and would probably love them. So I'm sure some parents are letting them have them.
