Ostensibly they need a warrant to get that data from Apple/Google whereas they have a direct line to Flock data cause that's how that relationship works

Governments don't need flock or AMG, that's where the flaw in your argument begins.
The government needs a warrant to access Apple/Google/Microsoft's data.
