Being a European, I first upvoted, then moved on to read the article. I assume I’m not the only one.
And my corner of Europe is relatively not that red-tape-ish. But many places are pretty horrible when it comes to that.
Probably not, I think it is mostly real people who upvote based on just the headline with reading it just because the headline agrees with their worldview.
FWIW, I, a real human, have read it and upvoted it, about 5 minutes after starting to read it.

I'm not saying that this is impossible, but it's 3:40 on a Monday in Central Europe right now. I imagine the headline resonates with many readers here.
