Yes there are some middlemen , but that really shouldn’t be necessary. That becomes just a sort of racket business. The main problem isn’t what packages should be, it’s that businesses must get a license in every single EU member they want to send a package to. That’s just insane, and there is no unified portal. Some countries don’t even yet have a portal.
