Huh, this is rather useless argument. People in US already how companies, sport teams extract exorbitant tax breaks to move or stay put in particular state/city etc and nonetheless still end up moving because someone offered even better incentives. The jobs that are moving will not stay here for long even if all hurdles removed for immigration.

Most right wingers are fine with that. As the recent GTA 6 leak shows, companies that embrace offshoring too eagerly learn the hard way that not all jobs can be sent to the other side of the planet.
