The reason low tech works for something as important as voting is because it's expensive and inefficient. That expense and inefficiency is what protects it from fraud. You would need enormous sums of money to overturn an election like this even for a place as small as Iceland and even then, such amount of money wouldn't guarantee the result of future referendums.
