Looking at TFA, they are moving it to a venue where selling off the gold can happen quickly. This kind of thing was not necessary for the USA's approach to funding the War on Terror because we decided on a really innovative combo of Taking On Debt and also Just Not Accounting For Things which will surely have no consequence later on.
