I have trouble understanding your logic. A lot of trouble is made to prevent car accidents. We require driving licenses, we develop whole categories of law and do plenty of research to make driving safer.
Right, so we would expect the magnitude of the changes from 9/11 to be about 1/14th the magnitude of the changes we do to prevent car deaths.
