Not sure what it really means but Mark Carney is turning out to be one of the the most consequential prime ministers of Canada.

He has an exceptionally poor hand of cards to play but is maximizing any opportunity. Very creditable leadership - even for those who don't agree with everything he does.

I do think this is a lesson for political parties all over the world. You can be pragmatic.
