This is a strawman. I’ve watched my own city reject datacenter propositions much to my dismay. Tax revenue thrown away purely on FUD-fueled backlash.

I lived by a datacenter in Cali and would happily do it again. It’s about the most benign form of “industrial” activity you could imagine.
