The plan was to be carried out by a team of divers reporting to Gen. Valery Zaluzhny, commander-in-chief of the Ukrainian armed forces, but the Post did not report any evidence that it had been put into action. The US reportedly learned of the plan three months before the destruction of the pipeline, and shared the intelligence with Germany and other allies.
