That’s not the standard. The standard is making sure someone is really a huge contribution to the society such that it offsets the burden of immigration.

I wonder how big the population of people that know enough Japanese, would be a huge contribution to Japanese society and wouldn't be able to get a better deal somewhere else really is. Can't imagine it's more than a million people. And putting in the effort seems quite futile as you could lose your status at any point in time for political gain.
Of course it's Japans decision.
