Elon is the world's biggest stan (who is actually doing things rather than just talking about it) for solar power and electrification of transport, how is that a call for inaction?

Assuming you are talking about climate change: isn’t Tesla doing more than anyone to electrify everything and help fix the problem?

The plan definitely does not call for inaction towards other issues.

Like pioneering the first excellent electric car?
