And the destruction of Fallujah from Phantom Fury ended up only marginally better than what happened to Rafah (destroyed about a quarter of the buildings in Fallujah and damaged another quarter).

The reaction of Americans to Abu Ghraib and the reaction of Israelis to the - larger scale - torture of Palestinian prisoners, is miles apart. It's also why there was always an end in sight to the US invasions of Iraq and Afghanistan, yet there isn't for Gaza until it has not a single Palestinian left.
Abu Ghraib was a scandal, some people got punished, probably not all of the right ones.
When it came out that Israel was systematically sodomizing detainees with nightsticks, they had protestors come out in favor of the guards. It's still ongoing, all charges have been dropped. Nobody is scandalized by it.
