Indeed, that's why it's recommended to stand outside the school gates and arrest them as they leave school. Very efficient.
Not arrest, you could monitor though. Personal anecdote but it's clear that after 3pm/4pm once they leave school they start to scatter around. It's rather peaceful for the most part before then. Chaos on school holidays.
