I believe it is the same in the case of unsuccessful abortions, in the US at least. Sometimes they result in a birth, presumably of a heavily injured and premature baby, who is then entitled to emergency medical care. Some of these people survive long term. That was the most "WTF?" in the article. No one working there thought about the nonsensicalness of calling for medical aid for someone who was supposed to be killed?
They can’t even figure out if they want the inmate to be dead or alive. Incompetence has no limit.
