Most line-of-duty deaths are caused by traffic accidents. Cops spend a lot of time on the streets, they are more likely to by hit by a car then shot.
Also, right to have a gun should involve right to not be shot by a cop just because you own a gun.
Your comparison to Germany with "30x" the risk is pointless when less than two are murdered per year. Measure that against police misconduct that results in bodily harm/death per year.
