You lost me in the next paragraph where your solution was to centralize even more into a committee that has the power to bulldoze over more locally relevant needs and desires
granting an option for people who want to have this seems strictly better. it could be a bit more expensive to cover the added administration burden.
this is a very local need of some people. they are a minority, and they want some accomodations.
