Why so complicated? Ask yourself how you find out if someone is living in country foo. By looking at the postal address, of course. If the shipping or billing address is in country foo, e.g. Germany, the shipment is subject to country foo's law. Just block potential customers from addresses in countries you don't want to deal with. It's really easy.
