There are always elements in news media, academia, industry etc who are pawns in hands of foreign powers with ulterior motives.

That's just an argument that you shouldn't do anything if you can't do it perfectly.
It’s a matter of difficulty. Social media makes it ridiculously easy.
Russia certainly couldn't afford to disrupt all the elections they do without it. Traditional spycraft is highly skilled and expensive.
