Well, the program may be poorly executed, but don't ignore the benefits of understanding and exchange between cultures. It does have that aspect to it.
But that raises the debate ... does the US really need to export MORE of its culture at taxpayer/citizens expect ? :|
As to the pause, repeal, destruction of this program, etc., however its characterized eventually, it seems to be inline with the idea of moving much of the manufacturing that left back home as well.

Framing that in terms of markets, the internet has empowered people to do more themselves, and rely on direct interaction with others less.

That's not what the program is for. If that's the goal they can create a visa program with that objective. The current one had the objective of filling positions that can't be met otherwise, and is indeed a farce and fully abused to suppress wages.
