The labor market is like any other market, which means there’s no such thing as a shortage, just supply and demand.
It makes perfect sense. I interview unemployed CS people all the time. Some excel at interviews and some don't. I was unemployed for many months myself. As an interviewer I don't see a strong correlation with unemployed status and ability to pass a rigorous software engineering interview.
