Rarity? This is the standard path to green cards via employment. At my previous company, they did not hire a foreigner with an H1B unless they intended it to sponsor them for a green card (i.e. they started the process of applying for their green card as soon as they legally could after hiring). And they hired lots of H1Bs.

For many people, the appeal of an H1B goes away if they don't have a path to permanent residency. I guess some foreigners may do it to claim "US experience", but that's about it.
