If the point is that anyone can tell anyone else anything, that's vacuously true but a court typically wields the power of a state and its code of laws. For treaty countries ICC is perfectly unproblematic but for nontreaty countries there's a strong difficulty in calling it a court as it bears no legal legitimacy.

National courts routinely issue arrest warrants and rulings for persons of other nationalities, who could currently be located anywhere in the world. The ICC is not special in that regard.
