I mean this is your answer. Regardless of what you think about Israel and their actions, the ICC has no real authority, and there is no government authority above the US that can criminally charge people. Creating fake arrest warrants for people who aren't in your organization is easily interpreted as a threat, and it would be silly to think the US and/or Israel would want to retaliate to the ICC's threats.

Really the moral thing to do would be for the ICC to not try and charge or convict people who aren't part of their organization, since they don't have fair trials, but I suppose that's never how these international organizations work.
