alt Hacker NewsLaw and order, to some extent, is about 'life satisfaction', so making life cheaper and more pleasant would chip away at some of the crime factor.

Not really. Third world countries have more orderly cities than America with people in much more destitution. I've lived in many and my parents grew up in one. The idea that it's just that is just silly imo.
